Techniques of supervision must change to provide more effective leadership and reduce present duplication of effort. Supervisors should be specialists in program areas. Group meetings can be used to efficiently handle routine activities. Leaders should devote more time to planning, innovating, coordinating and improving programs and less time to operational functions. (DM)
