This document presents Nebraska's state plan for its vocational rehabilitation services program for fiscal years 1998-2000 as required under the Rehabilitation Act of 1973, as amended. An introductory letter from the U.S. Department of Education notes that the plan and amendments meet federal requirements. Individual sections of the plan address the following topics: (1) legal basis and state certifications; (2) development of the state plan and its supplement; (3) submission of the state plan and its supplement; (4) administration of the state plan; (5) scope of the state vocational rehabilitation services program; (6) administration of the provision of vocational rehabilitation services; (7) program administration; (8) financial administration; and (9) provision of supported employment services. The bulk of the document consists of 19 attachments, such as a summary of public comments on the state plan; plans, policies, and procedures regarding the transition to vocational rehabilitation services of students with disabilities; policy, state plan, and strategic plan changes; due process procedures; procedures and activities regarding the establishment and maintenance of a comprehensive system of personnel development; utilization of community rehabilitation programs; and quality, scope, and extent of supported employment services.
