A plan for all of the state of Maryland's 13 public colleges and universities to be included in the University of Maryland System is discussed. The system would be governed by a board of regents, and each college would have a board of trustees to monitor campus issues. (MLW)

Serving as a special master of a federal court, Paul R. Verkuil, the president of the College of William and Mary, developed a plan to integrate Louisiana's colleges. A governance structure, ending racial characteristics of historically Black colleges, and a quota for Black membership on the governing board are proposed. (MLW)

A new survey by the Virginia Council of Higher Education found that five states have imposed a ceiling on the number of out-of-state students who can attend their public institutions. Many people fear that their own state students are being denied admission because of nonresident applicants. (MLW)

California state commission recommendations cover a wide range of issues, including freshmen and sophomore enrollment at universities, minority student and faculty recruitment, and the tenure review process. The plans would update the 1960 Master Plan for Higher Education. (LB)
