According to the author, the desire for social change is not sufficient. Irrationality in social action must be replaced by careful planning as to which strategies are selected to attain specific goals. This paper discusses various social action strategies and suggests significant ethical boundaries. Administrative rule making and the election process are highlighted as priorities to be considered by social workers. (Author)
