In order to effectively bring about permanent changes in a school setting, the educators involved must accept the changes privately as well as complying with them publicly. The staff development specialist must convince the educators that positive change is both necessary and possible and provide support during the implementation period. As used by New Jersey's North Hunterdon Regional High School District in the development of the multi-unit high school concept, the workshop is designed to foster a sense of unity in a rapidly growing faculty, to develop an educational philosophy among faculty members, and, by achieving these goals through a pluralistic decision-making process, to point the way toward use of this process in the new school's organizational structure. Other activities requiring staff development specialists at North Hunterdon included training teachers in the creation and positive use of the program objectives required by state law, and assisting the faculty in organizing inservice workshops. This document describes these activities and presents appendices illustrating materials used in workshops and performance objectives training. (Author/PGD)
