The Texas Weighted Pupil Study.
Busselle, Tish Newman
According to the weighted pupil philosophy, the essence of equal educational opportunity is not in providing equal amounts of funds for the education of each child, but in providing the varying amounts of funds needed to insure a financial basis for giving each child an equal opportunity to obtain an education which meets his needs. This paper attempts to document, analyze, and evaluate the methodology used and the procedures followed in the development of a weighted pupil method for financing Texas public schools. The paper purports to provide substantive information about issues addressed, staff organization, working procedures, and the collection and analysis of data in order that another State considering the development of a weighted student approach to the distribution of funds for public school education might have the benefit of the Texas experience.
