Commuting Concerns: A Survey of U.S. Parents on K-12 Transportation before and during the COVID-19 Pandemic

The distance to school, commute time, student safety, and the cost and availability of transportation are all critical elements that determine the degree of real "choice" present in any school system, and more information is needed regarding family experiences, preferences, and challenges related to school transportation across school types. This study shows the current pandemic has forced many parents to rethink their child's schooling and has caused changes in family preferences and challenges related to school transportation. The study examines the results of a nationwide survey on transportation and school choice. The survey collected responses from 1,419 parents throughout the United States with school-aged children both before and during the COVID-19 pandemic. The analyses compare perceptions among traditional public, charter, and two types of private school (religious and non-religious private school) parents. Ultimately, the study aims to answer the following questions: (1) What are families' experiences with transportation related to schooling? (2) What are families' major preferences, challenges, and concerns related to school transportation? (3) How does transportation influence families' decisions regarding where to send their child to school? and (4) What is the impact of COVID-19 on how families think about transportation to school? This report discusses previous research on the intersection of transportation and school choice, methodology, and results of the study.
