The consulting teacher program involving the use of special classes and resource rooms, which serves mildly to moderately handicapped students in Griggs, Steele, and Traill Counties in North Dakota, a rural school district, is described. Outlined is the service design model consisting of 11 steps: referral, observation, initial parent contact, referral conference, diagnostic teaching, planning conference, educational plan summary, teaching learning plan, implementation, classroom teacher evaluation, and program evaluation and recommendations.
