The materials on program development presented here were originally developed as a component of a five-day training program of the Women's Educational Equity Project of the women's center at the University of Massachusetts, Amherst. The booklet's purpose is to provide users with explicit information on program planning and decision-making in a women's center or other organization. It begins by defining needs, including the process, importance, and ways of identifying needs. Whose needs to consider, when to identify needs, and criteria for writing a funding proposal are discussed in detail. Also discussed are program objectives and activities, including criteria for developing them and selecting methods. The document closes with a discussion of program evaluation. Rewards exist for incorporating at least some of these processes into a center's program planning, the booklet states. Benefits include preparation for defending a budget request and opportunities for liaison with groups sharing similar goals. (Author/LD)
