The use of felt needs in community development practice involves the process of identifying needs, ranking their importance, and building programs based on the ranking. Felt needs should be replaced by the concept "anticipatory needs," which identifies what needs to be done in order to move toward a specified future. (Author/JOW)

The research described in this article was undertaken to discover the extent to which the SHAred Process Evaluation System (SHAPES) model of the community development process can be said to describe what actually happens in a community development project. A survey of 67 professionals who design and implement leadership programs identified who they considered to be ideal partners. Results indicate that institutions of higher education should work with community-based organizations to plan and deliver these programs. (Contains 13 references.) (JOW)
