Summary of the 1974 Evaluation of the Clinch-Powell Educational Cooperative Early Childhood Education Program: An Early Childhood Education Program in Rural Appalachia.

The Clinch-Powell Educational Cooperative Early Education project was designed to provide preschool experience for 3-, 4-, and 5-year-old children in rural Appalachia who would otherwise not have been able to attend a preschool program. In addition, the program was designed: (1) to provide children with the opportunity to socialize with other children in a group; (2) to promote development of social skills, positive self-concept, creativity, initiative to learn, etc.; (3) to encourage development of cognitive abilities such as number concepts, language and discrimination skills, etc.; and (4) to involve parents directly in education of their children. Generally, the target families lived on farms or in small communities, were of low to moderate income levels, and the parents were undereducated. The program involves a three-dimensional approach which consists of weekly home visits by trained paraprofessionals, weekly classroom sessions in mobile classrooms, and utilization of the Captain Kangaroo TV program and related Parent Guide activities. Children, parents and the program were evaluated on a number of measures which indicated that the program has had a measurable effect on parents and children who participated.
