Without Vision, the People Shall Perish: An Analysis of Financial Position and Tuition Discount Rates at Private Four-Year Historically Black Colleges and Universities 2009-2019

Over the past two decades, the practice of tuition discounting has become commonplace, and the discount percentage has steadily increased since 2008. This study replicates the work executed by Juliana Browning in 2013. This study focuses on the sustainability and viability of Title IV participating, private, four-year, not for profit, degree granting, baccalaureate level and above Historically Black Colleges and Universities (HBCUs). The purpose of this study is to examine the rationale behind one of the issues embedded within the practice of tuition discounting -- the relationship between an institution's overall financial position and its price discriminating practices -- and to contribute to addressing this issue by providing meaningful recommendations that, in the short run, would ameliorate and mitigate the effects of unrealized net tuition revenue. Using the five components of the financial vulnerability index (FVI) and regression analyses, this study explored the relationship between institutional financial position and tuition discount rate for Title IV participating, private, four-year, not for profit, degree granting, baccalaureate level and above HBCUs institutions. The relationship was tested using simple linear regression and multiple regression, but the findings did not replicate those revealed in the Browning (2013) study. Since there are limited studies that have been constructed with specific reference to HBCUs, this research contributes to and enhances the body of limited literature that is presently available for practice, policy and future research regarding HBCUs' sustainability and financial practices.
