Because female heads of families tend to have less continuity of employment than their male counterparts do, they are twice as likely to face unemployment without unemployment insurance (UI) benefits. This book provides new estimates of the private costs and public effects of childhood disabilities among welfare recipients. The study finds that…

Piven, Frances Fox – Social Justice, 1998
Analyzes the impact of the Personal Responsibility and Work Opportunity Act of 1996 on labor markets, especially the low-wage labor market. Because family stability requires that someone do family work, cutbacks that have been justified by invoking traditional family values will almost surely contribute to the continued erosion of family life.…

Yoshikawa, Hirokazu – Child Development, 1999
Data from the National Longitudinal Survey of Youth were used to examine the effects of welfare reform on children. Although effect sizes were generally small, the findings suggested the potential value of welfare-reform approaches that emphasized long-term human-capital development. Positive effects of support services on earnings were strongest…

Harris, Kathleen Mullan – 1997
A longitudinal study of urban (Baltimore) black teenage mothers and their welfare experiences following the birth of their first child was started in the 1960s by Frank Furstenberg and has continued for more than 20 years. Information was gathered from 3 generations of the families of 300 women. Most of the school-aged mothers were not married at…

Spalter-Roth, Roberta – 1994
The question of whether recipients of Aid to Families with Dependent Children (AFDC) can reasonably be expected to work full time year-round given their available employment opportunities and living conditions was examined in a ongoing study. The study used the U.S. Bureau of the Census' Survey of Income and Program Participation to develop a…

Powell, Roslyn; Cahill, Mia – 2000
This 1999 study assessed whether laws protecting low-income people's rights were being followed and whether people on public assistance were receiving appropriate information about child care. Surveys of 92 parents, predominantly women, indicated that most were concerned about being sanctioned if they were unable to work (often because their…

Mezey, Jennifer – Center for Law and Social Policy CLASP, 2004
Child care subsidies help low-income families work and leave welfare, but funding shortfalls are forcing states to enact restrictive policies that are hurting poor families and efforts to promote their employment and earnings. The Administration?s recently proposed FY 2005 budget would make this situation even worse, causing 447,000 children…

Williams, Norma – Journal of Family Issues, 1995
Examines three critical weaknesses of the assimilation model of racial and ethnic minorities that dominates the study of racial and ethnic relations in the United States. Asserts that the basic assumptions of this model undergird much of the contemporary policy debate about welfare mothers and about family life among racial and ethnic minorities.…

Hill, M. Anne; O'Neill, June – Journal of Human Resources, 1994
Children's scores on the Peabody Picture Vocabulary Test were influenced by mothers' schooling, grandparents' schooling, and family size. Increases in mothers' working hours negatively affected children's achievement. Welfare dependence reduced test scores, largely due to transmission of an underclass heritage of low achievement.
