A Model and Guide for the Assessment of Curriculum Development Personnel in Alabama's Vocational-Technical Education System. (Vocational Education Curriculum Operation--Management Plan) Publication No. 3.

This report entails background information and a proposed model for assessment of personnel responsible for curriculum development and management in Vocational-Technical education in Alabama (the result of a state/federal-funded project entitled "Vocational Education Curriculum Operation--Management Plan" or VO-ED COMP). Four approaches to personnel evaluation are reviewed: (1) trait evaluation, (2) work measurement evaluation, (3) job description evaluation, and (4) evaluation by results. Examples and forms are provided for each type, and - major strengths and weaknesses are given. Possible evaluators are listed as (1) supervisors, (2) peers, (3) self, (4) subordinates, and (5) outsiders. Specific steps for implementing the model are listed, forms are included and a timetable is given. An annotated bibliography of pertinent literature is found at the end of the report. (Author/CT)
