The Five Associated University Libraries (FAUL) is an example of a network which is not yet really a network in its own right: it is a free-loader on components of other networks, e.g. NYSILL, national ILL codes, TWX, telephone, UPS, U.S. Mails and the like. In fact, the organization could wake up one day and find all of its objectives met by other means, when its last cooperative act would be to vote itself out of existence. Indeed, some members would define FAUL as an unincorporated group of people bound together by a Constitution, By-Laws, prior investment and an uneasy feeling that money and time devoted to the enterprise could be spent better at home. In short, it is faith which holds the organization together, faith that somehow by magic it will all fall into place and someone will throw a switch and all the lights will go on.
