These proceedings contain the papers and posters of the 21st International Conference on e-Society (ES 2023) and 19th International Conference on Mobile Learning (ML 2023), organised by the International Association for Development of the Information Society (IADIS) in Lisbon, Portugal, during March 11-13, 2023. The e-Society 2023 conference aims to address the main issues of concern within the Information Society. This conference covers both the technical as well as the non-technical aspects of the Information Society. The Mobile Learning 2023 Conference seeks to provide a forum for the presentation and discussion of mobile learning research which illustrate developments in the field. These events received 246 submissions from more than 31 countries. In addition to the papers' presentations, the conference also included one keynote presentation from Professor Agnes Kukulska Hulme (Institute of Educational Technology (IET), The Open University, United Kingdom).
