How Do School Districts Identify Homeless and Highly Mobile Students?

The current study investigated the ways that school districts in Missouri identified homeless and highly mobile students. A mixed methods data strategy was employed. A survey was sent to a sample of Missouri school districts to determine if identification practices were related to district demographics. Logistic regressions showed that district mobility rates and free and reduced lunch rates were not related to practices in identifying homeless and highly mobile students. However, the data analysis did show that districts with higher enrollments were more likely to engage in a greater number of identification strategies. Follow up questions on the survey collected qualitative data about the specific types of practices utilized by districts. The Researcher also conducted four in-depth interviews with homeless liaisons in school districts. The follow-up survey questions and interview responses combined to illustrate the complex process of identifying homeless and highly mobile students. Districts consistently used a combination of official enrollment procedures, connections with outside organizations, and referrals from building staff to help identify homeless students that were eligible for services. No districts employed specific strategies for identifying highly mobile students that did not qualify as homeless.
