Like many states, Minnesota has incurred large budget deficits during the past two years. Those deficits have, in turn, led to changes in a number of areas of state government, particularly higher education. Predictions of a severe shortage of engineers are not confirmed by an analysis of defense spending and salary trends. Data are provided and discussed for defense budget, engineering demand, attritions/layoffs, bachelor's salaries in selected industries, effect of research and development pool of engineers, and influence of starting salaries. The cost reduction options available to public colleges and universities during a period of funding cutbacks are examined, and policy considerations in institutional and personnel management are examined.
