A total of 165 community leaders over age 60 interned in congressional offices in a program that taught the participants their way around the federal government and its agencies. They were expected to become liaisons with their congressional offices and with government agencies and private organizations. Two interns are profiled. (MLW)

Examines the Omnibus Judgeship Act and the process of making judicial appointments in an effort to explain why there are so few women judges.
