This document is an English-language abstract (approximately 1,500 words) of a report prepared by a committee to investigate ways to improve secondary education for those who don't attend high school on a regular basis. In the report, the committee analyzes and assesses the current secondary education system. It points to the shortcomings of the present system, recommends improvements, and reviews high school studies outside of regular daily attendance. There are two ways to obtain high school diploma equivalents outside of regular attendance as a student--evening adult classes or private schools. Some localities have no high schools, while others are overcrowded, so that some gifted individuals are not getting a secondary education. At present there are too few evening classes, too little guidance and finances in private schools. Other suggested institutions to provide secondary diplomas are civic and workers' institutes, folk high schools, and correspondence schools. Evening school should be free of charge, and secondary school scholarships should be available for evening classes as well as regular high school.
