Barriers to Quality Physical Education Programs in Elementary Schools

Childhood obesity has become a global epidemic, with long-term implications for the physical and psychological well-being of individuals. Elementary schools serve as a crucial environment for addressing this issue by providing physical education (PE) programs. However, barriers to implementing quality PE curricula can impede efforts to fight against childhood obesity. This qualitative research dissertation aims to identify and understand these barriers, while examining their connection to Abraham Maslow's Hierarchy of Needs as a framework for understanding the complexity of this issue. The study uses a qualitative approach through open-ended questionnaires, interviews, and surveys to reveal barriers in implementing quality PE curriculum (QPE). Participants include PE teachers. The findings reveal complex barriers that impact the delivery of a QPE program, which are linked to different levels of Maslow's Hierarchy of Needs. Physiological barriers, such as inadequate food and access to nutritional education, lack of space, and resources, impede students' access to physical activities that satisfy basic needs. Safety concerns, including extreme behaviors, affect students' sense of security and well-being. Furthermore, social and psychological barriers emerge as crucial factors that prevent the development of students' self-esteem and social belonging within the context of PE impacting students' self-actualization and fulfillment abilities. This research explores the connection between these barriers and childhood obesity. It demonstrates how the barriers identified within the framework can contribute to poor physical health and the increased risk of obesity among elementary students. The study highlights the importance of addressing these barriers to promote a more active, healthy lifestyle and reduce childhood obesity rates.
