An Evaluation of a Family Crisis Counseling Center's Impact on Detained Status Offenders in Sedgwick County, KS.

This report is an evaluation of the Youth Crisis Center program run by the Wichita, Kansas Children's Service League to provide crisis counseling services to status offenders. Two major objective of the program were to reduce the number of adjudicated status offenders in Sedgwick County, Kansas; and to reduce placement of such youth in locked detention on long-term placement. Results of the study are provided in the executive summary, including the findings that: (1) there has been a reduction of new status offender cases and cases on hand but it is not possible to assess what impact the Crisis Center has had on these reductions; (2) a residual number of youth were still detained overnight despite the program; (3) clients given family counseling did achieve a substantial drop in repeated status offenses; and (4) program cost was high, with a cost of $393 per closed case, although costs declined 26% over an 18-month period. The document contains 10 major tables and 2 figures to support the findings. Appendices include guidelines for referring status offenders, a training component evaluation, miscellaneous tables, and revised evaluation design materials. (ABL)
