Analysis of School Finances in New York State School Districts, 1988-89.

As this report's introduction shows, the New York State commitment to elementary and secondary education has increased state assistance by $3.2 billion (65 percent), from $4.88 billion in 1983-84 to $8.09 billion in 1988-89. School districts also increased local tax revenues almost $2.5 billion, so that total local expenditures increased about $5.9 billion during this period. Between 1983-84 and 1988-89, the state's economic climate was improving, resulting in generous increases in state aid. In 1988-89, the state participation rate was 44.2 percent. Section II outlines the relationship between school district wealth and expenditure per pupil. Section III explains some of the variation in expenditures and resources among the state's contiguous Standard Metropolitan Statistical Areas. Section IV contains longitudinal information concerning total pupils, key expenditure categories, school district tax revenues, full value, and personal income. Each of these information items is categorized by total state, New York City, and rest of state. Since 1984-85, total state tax revenues have increased; however, recent large increases in full value have resulted in tax rate declines between 1986-87 and 1988-89. Included are numerous tables and a glossary decoding pupil data definitions. (MLH)
