The objective of the basic level NCOES is to prepare selected enlisted personnel in grade E-4 and E-5 to perform duties as noncommissioned officers in grades E-5 and E-6. The major difficulty with the present program is an effective procurement system. HQ CONARC has placed great emphasis on the program and has recognized and addressed many problem areas.
