Rapid technological change and the relentless pressure exerted by global competition mean that job opportunities continuously appear in growing sectors of the economy and decline in stagnant sectors. The challenge for policymakers is to provide an educational and training system targeted to employment opportunities. Community colleges are widely viewed as the principal institutions within the U.S. system of higher education that provide adult training services. As community-based institutions, they are expected to be especially sensitive to local labor market conditions. Nevertheless, relatively little is known about their success in meeting changing local labor market needs. Using data for community colleges in the huge California Community College System (CCCS), this article provides new evidence on whether community colleges supply occupational training that meets the skill requirements of local employers.
