The Influence of Funding on Community College Workforce Development Non-Credit Divisions

The purpose of this qualitative descriptive study was to describe how Louisiana Community and Technical Colleges' leadership describes their dependency on external funding sources and its influence on the elimination of program offerings, general operating expenses, and funding of workforce development non-credit education programs in Louisiana. This study used resource dependence theory for the theoretical foundation and three research questions. Three research questions guided data collection and focused on the following: how does the Louisiana Community and Technical College leadership describe their dependency on external funding sources and its influence on the elimination of program offerings, how does the Louisiana Community and Technical College leadership describe their dependency on external funding source's influence on general operating expenses, and how does the Louisiana Community and Technical College leadership describe their dependency on the funding of workforce development non-credit education programs? Data were analyzed using thematic analysis through the use of open, axial, and selective codes. Ten themes emerged from data: There is not enough funding for workforce development programs; workforce development keeping tuition revenue; Workforce cannot work inside a bubble; Fiscally sound to sustain operations; Redesigned workforce development; Leaderships support from general operation fund to support workforce expenses; Business and industry investment; Grant funding added value for non-credit education; Program completion and job placement relative to student outcomes; and Infrastructure and capacity to meet the growing sector industry needs.
