Business Roundtable
In this White Paper, the Business Roundtable recommends access to AMERICA 21, a 21st-century approach to lifelong learning for workers, as well as assistance for job dislocation. AMERICA 21 would channel funding from the myriad of existing initiatives into a modernized, streamlined system that leverages and builds on today's best private and public sector practices. The Roundtable urges Congress to create a bipartisan National Commission on Workforce Competitiveness to recommend the design and funding mechanisms for AMERICA 21 based on principles of portability, flexible access, simplicity, quality and public-private partnership. U.S. companies also need policies that will help them compete with powerful international competitors and adapt to a rapidly changing business environment driven by technological innovation; a surge in energy prices; and other economic, social and political forces. The Roundtable urges policymakers to address five interrelated domestic and international policy areas: intellectual capital; health care; energy and environmental stewardship; international engagement, and tax policy.
