Military governments in Argentina, Chile, and Uruguay attempted to stabilize their economies in the 1970s abnd early 1980s, but failed because of internal economic constraints. A serious error in all three countries which resulted in problems with foreign payments was their emphasis on import liberalization rather than export promotion. (IS)
