School Counseling and Guidance: A Proposal for the Development of Competencies.

The faculty of the Department of Psychology at Tennessee State University (TSU), a state university with a predominantly Black student body, designed a competency- based secondary school counselor certification proposal which is not tied to coursework in theory. This allows for flexibility in implementing the competencies within diverse courses in practice. During the designing and writing phases of the project, the faculty met as a group once a week to discuss and form consensus on each level of objectives, each method of assessment, optional learning activities, and the implementation mechanism. Staff from supporting areas such as the Curriculum Laboratory, the Library, and the Child Study Center were involved in the process as were key administrators on the campus. The proposal was designed in such a way that students could read the objectives and work through learning activities on their own in order to attain mastery of the objectives. Students received copies of the proposal at the departmental orientation program held during Fall Semester 1975. (Author)
