Described in this paper are the outcomes of an exploratory study concerning the development of a nomenclature about dynamic organizational activities occurring in urban communities of blacks, other non-whites, and white ethnics. Analysis, evaluation prediction, and policy recommendations for future community planning and action are explored. Ohio was selected for the research site as its 350,000 blacks, 25,000 Hispanics, and 800,000 European ethnics living in the Cleveland area provided an adequate social laboratory. From 1969 to 1972, nine city wide organizations were engaged in community organizing and 24 organizing projects in the three target communities were monitored and analyzed. Outcomes of the research process were a set of descriptive concepts and definitions, a tentative set of elements characteristic of effective urban ethnic organizing, hypothetical predictions, and policy recommendations about urban ethnicity and urban ethnic organizing.
