All community colleges should examine their financial aid operations in order to maximize the acquisition and effective use of federal and state student assistance dollars. Problems which must be resolved include inadequate staffing, lack of participation in aid programs, lack of local matching funds, and lack of advance state/federal commitments. (Author/JDS)
