Implementing Annual versus Episodic Budget-Driven Program Reviews: Contrasts and Synergy

A typology of budget-driven program reviews is categorized by two variables: the locus of responsibility and the timing of the review. When a budget-driven program review is first implemented during a crisis, the range of financial and administrative options are high, yet buy-in and match to mission are low. When a budget-driven program review is established as an annual process, buy-in and the match of outcomes to mission are higher but with more limited financial and administrative options. Implementing a process that encompasses both annual and episodic program review models creates the most effective and nimble system for the institution. This article is an effort to provide a synthesis of the understanding for those who have yet to formalize a process that links budget to the academic performance of units. The authors offer their insights with the hope of enhancing the effectiveness and promoting the campus-wide acceptance of budget-driven program reviews.
