The problem of complying with federal integration guidelines can be stated as a transportation problem with suitable alterations. This case study demonstrates application of the transportation procedure to school districting under integration guidelines. Data for the analysis were drawn from high school enrollment figures and census data for Milwaukee, Wisconsin. (JG)
