New York State Part 200 Procedural Safeguards: An Analysis of Parental Attendance in Elementary CSE Meetings

The regulations of the Individuals with Disabilities Act and the New York State Part 200 Procedural Safeguards mandate that parents of students with disabilities be afforded an opportunity to attend their child's Committee on Special Education (CSE) meeting to discuss needs and services. Historically, CSE meetings have been held in school buildings around a conference table with all members present. The 2020 school closures caused by the COVID-19 outbreak suspended all in-person school meetings, but districts were still required to comply with regulatory mandates. A virtual option for CSE meetings was implemented to support the district's responsibility in incorporating parents into meetings. This research study examined the continued use of a virtual meeting option to support parental attendance in the CSE after the COVID-19 restrictions ended and to facilitate an additional option to in-person meeting attendance.
