Measurement of White attitudes, based on the acceptance of three conditions of what proportion of the student body is Black, indicates that, although many Whites in the sample accepted the idea of school integration under any circumstances, many accepted the idea only if Black students remained in the minority. Compared in this paper, by the Pennsylvania Human Relations Commission, are the enrollment patterns of and degrees earned by Blacks, Hispanics, and women in Pennsylvania colleges. This analysis of the relationship between percent Black enrollment and White enrollment change focuses on 60 districts and about 1,600 schools in the South.
