This booklet addresses the topic of evaluating people and is intended to provide assistance to persons involved in establishing a positive approach to comprehensively appraising the performance of individuals within their respective organizations. The booklet describes a systematic approach that uses the specification of measurable objectives as its foundation. It is hoped that this approach will aid the professional person with the task of conceptualizing, planning, and developing such a system. The planning, implementation, and appraisal portions of a personnel evaluation system are presented along with sample job descriptions for a superintendent of schools, an assistant superintendent of instruction, a director of elementary education, a high school principal, and teachers in a career education project.
