From State Responsibility for Education and Welfare to Self-Responsibilisation in the Market
Peters, Michael A.
Discourse: Studies in the Cultural Politics of Education, v38 n1 p138-145 2017
In this Discussion Paper, the author presents a review of the papers in this collection, based upon the theme "Responsibility and responsibilisation in education." Each author in their own way has expressed a concern for analysing and charting the effects of the process called "responsibilisation" in the realm of education which, as the name implies, means "making responsible." Such analysis critiqued the state as privatising and individualising social provision with the use of market-like arrangements, through contracting-out, public-private partnerships, user-pays, and other parallel mechanisms for the privatisation of the social welfare state. Using various theoretical approaches, the essays that constitute this collection tackle the question of responsibilisation in different ways, showing the diversity of its forms and the extent of its influence. Peters concluded that this collection of papers amply provide a nuanced and sophisticated reading of forms of "responsibilisation" taking place in education broadly conceived and the manufacture of different forms of subjectivity that are morally self-constituting through the mechanism of choice within current neoliberal environments.
