National Assessment Governing Board
The National Assessment Governing Board (Governing Board) is an independent, bipartisan organization that sets policy for the National Assessment of Educational Progress (NAEP), commonly known as The Nation's Report Card. This paper provides a summary of the history of the Governing Board framework development processes and the evolution of the policy that now governs how the Governing Board determines the content for NAEP. It explains how changes have occurred over time and the implications for current and future framework development. This paper also describes key decision points in this process, for example, when the Board involves external partners and stakeholders in updating or revising frameworks, and describes the Board's role in approving frameworks.
