The concept of political culture has provided a promising way of incorporating psychological insights into the study of political systems; progress in the use of the concept calls for effective means of describing total systems and for identifying critical factors in improving the ability to understand and predict'' system performance. The character of urban areas is found to be related to personal morale but not to political efficacy. The morale of Blacks in central areas of cities is found to be higher than that of whites and movement from one area to another was found to affect the morale of only those residents with relatively little education.
