A Qualitative Investigation of the Perceived Barriers to Implementing the Missouri Department of Elementary and Secondary Education Exemplary School Library Program Application

Many studies have reported significant misunderstandings about the essential role credentialed K-12 librarians have in improving teacher collaboration and student achievement. Libraries and highly qualified librarians are disappearing. Missouri's lack of library learner, librarian, and program standards erodes accountability that holds librarians and schools responsible for learning in and outside of quality library media programs. This study aimed to investigate the perceived barriers to completing the Exemplary School Library Program application presented by the Missouri Department of Elementary and Secondary Education. The theoretical framework used to design the study was built on Change Leadership and Self-Efficacy Theory. The research questions explored perceived barriers from librarians, library coordinators, and building principals about the application procedures, processes, and recommended steps to complete the application and receive state recognition. The design of the study collected perceptions through surveys and interviews. Discussion of the findings would enable librarians, principals, district administrators, legislators, and state governing agencies to review and revise the application parameters to increase awareness and participation.
