This research, a phenomenological study, examined four different local churches in Rwanda to identify the key strategies and methods used to establish an orphan care culture and ministry. Saddleback Church in Lake Forest, California has partnered with the country of Rwanda to end the orphan crisis. As of today, 35 orphanages in the country of Rwanda have been emptied and thousands of these children have been placed with families in country. A minimum of four participants was interviewed at four different locations in the country of Rwanda and in Foothills, California. The qualitative research design was achieved by completing structured interviews in person. Following the interviews, the researcher transcribed, coded, and analyzed the data. This research identified four main strategies that one must have in order to establish an orphan care culture or ministry in the local churches in Rwanda. Those themes are as followed: A solid biblical foundation, mobilizing church members, training and support, and a pastor's heart.
