The development of a program designed to improve the teaching effectiveness of faculty members of a new Introductory Psychopathology course at the University of Washington School of Medicine is described. The definition of primary care is developed and a way is suggested to measure whether it is being achieved. Evaluative questions are identified that can determine whether a system of care is oriented toward primary care. A model medical care evaluation (MCE) program was implemented at the Michael Reese Hospital and Medical Center. The program was evaluated by quantitative and qualitative observational techniques, questionnaires, and interviews, and by comparing committees for which the implementation was highly successful with those less successful.
