Presents a set of principles which link the housing and school integration fields in achieving racial diversity. Offers suggestions for opportunities for consultation and cooperation between school district and municipal officials and planners and desegregation advocates. Antidiscrimination agencies have now gone through the stages necessary to become effective: (1) fighting procedural battles; (2) defining the nature of an antidiscrimination violation; (3) developing remedies; and (4) addressing problems arising in cases of voluntary compliance. It would thus be premature to abolish these agencies. (Author/GC)
