The overall financial structure of US higher education has changed dramatically over the past 30 years, resulting in a significant reduction of public funding. One result of this shift has been the steadily increasing costs of tuition as an increasing portion of the financial structure of higher education is shifted to students. Increased costs to…

Payne, Jonathan – Journal of Education and Work, 2008
UK Sector Skills Councils (SSCs) are seen as critical to policymakers' aspirations to develop an education and training (E&T) system that is both "demand-driven" and "employer-led" and where employers "play their part" in national upskilling. However, the concept of employer leadership remains deeply problematic…

As one of the world's largest exporters of asparagus, Peru has developed a high-tech system of asparagus production, processing and delivery that requires well-trained and responsive workers. In this study we examine the role of both private and public sectors in preparing workers for the asparagus industry and the implications of this skill…

Finegold, David; Levine, David I. – Journal of Education and Work, 1997
Many features of organizational environments discourage high-skill workplaces and training investments. Both public and private sectors can improve measurement of investment in people by identifying reliable and valid indicators, using benchmarks, and promoting certification of high-skilled workers. Egerton, Muriel – Journal of Education and Work, 2000
British survey data from 3,733 on-time graduates and 841 mature graduates (first degree after age 25) showed that lower pay for mature graduates was linked with social class, institution attended, and public sector employment. The public sector was less likely to discriminate against mature graduates. (SK)
