Assesses the economic benefits derived by Texas teachers in 1978-79 from their investment in teacher education and compares Texas teachers' returns on education to those of White workers with high school or higher education degrees. Based on calculations of private and social rates of return on a student's investment in a Japanese secondary or college education, a government loan program for all capable students needing aid is proposed and its potential economic impact described.
