A 1980 shift in Korean education policy suddenly increased the number of college entrants by 30% and reduced young college graduates' wages relative to those of young high school graduates. Older college graduates' wages increased slightly. This paper examines labor supply effects and shows that 1980s technology changes increased the relative demand for more educated workers.
