In the wake of serious problems in the athletics program, the University of North Carolina at Chapel Hill's faculty council is investigating the role of intercollegiate athletics on campus, examining athletics department finances and procedures and its relationships with outside support groups. In a period of rapid enrollment growth, cities in which University of California campuses reside are waging a noisy campaign to demand an end to campus expansion, either by adding a campus or keeping enrollments down. Leaders of urban public universities and many state legislators are challenging the high status of states'"flagship" institutions, saying local institutions can serve local needs best, and are unwilling to defer to premier research universities in requests for general support and new programs. The chancellor of the University of Massachusetts has reached agreement with Black student protesters who were angered by recent alleged racial incidents on campus. Demands included suspension of students and an employee involved in the incidents, cultural support, revision of the student code, and increased minority enrollments. (MSE)
