The president of the Education Commission of the States urged state policy-makers to proceed cautiously in developing plans to allow parents to pre-pay college tuitions years in advance at discounted prices. Reciprocal agreements between the states and exploration of other options are suggested. (MLW)

Concern about the quality of public colleges and universities and the effectiveness of mechanisms for governing and financing them have led states to launch reviews of their higher education systems. The experiences of four states (Arkansas, Kentucky, Michigan, and Minnesota) are described. (MLW)

A new survey by the Virginia Council of Higher Education found that five states have imposed a ceiling on the number of out-of-state students who can attend their public institutions. Many people fear that their own state students are being denied admission because of nonresident applicants. (MLW)
