The Northeast Regional Advisory Committee (NE RAC) provides an assessment of the technical assistance needs of educators in the Northeast Region in response to a directive from the Secretary of the U.S. Department of Education (ED). The Secretary will use this assessment in establishing 20 comprehensive centers to provide technical assistance to state educational agencies, local educational agencies, regional educational agencies and schools in implementing the goals and programs of No Child Left Behind (NCLB) Act. RAC membership includes individuals from a variety of stakeholder groups in education, although members were not regarded as spokespersons for their stakeholder group but rather as leads in soliciting the views of members of those stakeholder groups. The Northeast Region includes Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island, Vermont, Puerto Rico and the Virgin Islands. These states vary widely in terms of school and student demographic characteristics, student achievement, progress establishing state standards, teacher demographics and qualifications, primary language, governance structure, and interaction with one another. The Northeast RAC identified six highest priority challenges to achievement of the goals of NCLB in the Northeast Region. These challenges are: learning and teaching to improve achievement for all students; strategies to assess student learning and inform teaching; literacy: developing a broad command of language, both written and spoken; connecting parents and community to the education of children and improvement of schools; preparing and supporting a highly effective educator workforce; and building capacity at the state, district, and school levels.
