A study of Illinois public boards shows student potential for contributing may not be fully realized since they are not given sufficient orientation and their role isn't adequately defined. The student trustees themselves feel their presence is valuable and enjoyable. (Editor/LBH)

Suggestions are made for returning federal aid programs to their original goal of improving access to education, including expansion of some programs, simplification and increased flexibility in the system, and improved information dissemination.
